Dont you think ofcom looks up at tower blocks and finds a dipole on it and signal on their meter says its around that area they will go up and have a look. If they cant see any dipole on the roof they wont think its that tower block.

They're not just looking at signal strength, they have the means to know what direction it's coming from as well..

nine times out of ten, offcom know where the station is coming from, the aera, many pirate stations use the same blocks, because few blocks or secure roofs,

I’m guessing you’ve not had experience of rigging up?
Get the aerial high, clear everything around it by at least a metre in height, certainly cell sites.
One station I was involved in put a rig up and failed to clear the cell site. The roof was more or less line of sight apart from a few trees and roughly 2 miles away. The signal was dire, as if it were coming from 30 miles away. Same rig, same aerial, same site, we raised the aerial by another 6 feet and 30 miles away we were easily audible.
Height is the difference. Plenty of technicals come into it too but height is your main foe.
Put a 10 watt rig in your loft and you’ll get out but not great. Same rig and aerial up about the apex of the house and you’ll fly out compared to it being in the loft.
Coax. The thin stuff RG58 does a job. Lower loss RG219 does a much better job. Running 2 meters of coax rather than 10 meters will make a difference too. 100 watts coming out of the rig doesn’t mean 100 watts going into the aerial. You’ll lose wattage over a longer run of coax unless you use the stuff the big legals use. And you probably can’t afford that stuff and wouldn’t pay that money for it to be taken in a few weeks or months.

So in short, your rig and aerial is going to be taken regardless of what you do. So do what you can to get the best out of it. Maximum coverage if you’re running a bigger station.
Where Groove put the rigs meant that the signal would struggle into Birmingham, so by getting the aerial up higher meant the signal was still there. Not huge but there. But good up towards Stoke, down towards Worcester and good into North Wales. Lose 6 feet off the aerial height and those locations wouldn’t have heard us.
